Bust at foreign-op[ertated crow facility in Ponca City cited as one of the biggest drug busts in the region

On April 9, 2025, a major raid in Ponca City, Oklahoma, led by the Attorney General’s Organized Crime Task Force (OCTF) and multiple agencies, dismantled an illegal marijuana grow facility at 3880 W. South Avenue.


Authorities seized 11,269 marijuana plants and 477 pounds of processed marijuana, marking one of the largest busts in the region.


The operation involved the Kay County Sheriff’s Office, Ponca City Police Department, 8th District Attorney Drug and Major Crime Task Force, Oklahoma National Guard, FBI, and U.S. Immigration and Customs Enforcement. Investigators found no evidence of legality—no active Oklahoma Medical Marijuana Authority license, no registration with the Oklahoma Bureau of Narcotics, and no legally tagged plants.


Attorney General Gentner Drummond stated, “This facility made no effort to appear legitimate, suggesting the marijuana was destined for the black market. I commend our task force and partners for sending a clear message to drug traffickers: Get out of Oklahoma.”


Five individuals—Gangtie Li, 60; Xiu Yu Li, 59; Qunying Sun, 59; Xtao Zhou Wang, 37; and Yu Jiao Zou, 62—were arrested and charged with aggravated manufacturing of marijuana and trafficking. Notably, clothing found in Sun’s possession resembled uniforms of China’s People’s Liberation Army, raising additional questions.


All suspects are presumed innocent until proven guilty in court. The investigation continues as authorities work to disrupt illegal drug operations across the state.
