Director of Oklahoma State Bureau of Investigation resigns under scrutiny from instigation in to DHS

Oklahoma State Bureau of Investigation (OSBI) Director Aungela Spurlock has stepped down effective immediately and will officially retire on March 1, 2025.

Spurlock announced her decision in an agency-wide email, citing personal reasons and the need for a new chapter in her life. However, her resignation comes amidst growing scrutiny and internal complaints about her leadership.

Spurlock has been named in a petition by the Tulsa County, Oklahoma County, and Grady County Citizens’ Grand Jury to impanel a grand jury to investigate the Oklahoma Department of Human Services (DHS), herself, and others responsible for the safety of children and vulnerable adults.

The petition follows reports of abuse at shelters for disabled adults, child detention centers, and financial accountability concerns.

In response to these allegations, DHS Director Dr. Deb Shropshire also resigned.

The Oklahoma House Committee held an emergency hearing and voted to order the OSBI to investigate DHS. However, Spurlock has refused to investigate DHS regarding failures in handling child abuse and cases involving abused vulnerable adults.

The controversy surrounding Spurlock includes accusations of using her position to suppress complaints and internal unrest within the OSBI. Spurlock was cleared of criminal wrongdoing but faced continued criticism for her leadership style and proposed restructuring of the OSBI Commission.

With Spurlock's resignation, Deputy Director Steven Carter will assume the role of interim director starting immediately. The OSBI Commission is expected to discuss Spurlock’s performance during a special meeting scheduled for later this month.
